Dr. Stephen Blough has worked as a professional economist since 1979 and has been performing transfer pricing analyses since 1995. He has led numerous projects ranging from development of global transfer pricing structures to APAs and audit defense, with a special focus on transfer pricing of intangibles and services for large technology companies.
Dr. Blough spent over 25 years in the transfer pricing practice of a Big 4 accounting firm, where he served as the senior transfer pricing economist, and was centrally involved in analysis of and commenting on developing OECD positions regarding transfer pricing rules. He has been a frequent author and speaker on a wide range of transfer pricing topics.
Dr. Blough received his M.A. in Statistics and Ph.D. in Economics from the University of California at Berkeley. He spent six years on the faculty of the Department of Economics at The Johns Hopkins University.
